If you want to enable this on a kiosk machine, or stand alone winxp box for kids or grandma you have to do a few things if you don’t see the options mentioned above.
1. Start / Run / gpedit.msc
2. Under User Configuration right click “Administrative Templates” select – Add/Remove Templates..
3. Hit Add
4. Select “system.adm” – hit open, then close.
5. Now you should see the options mentioned above.
